This post covers an issue with setting up of Oracle EBS Cloud Admin Tool (Cloud Utility used to provision, manage & integrate Oracle E-Business Suite R12 on Oracle Cloud) ‘Users unable to setup EBS Cloud admin tool and facing issue during the setup phase FATAL: Failed to connect to Oracle Cloud API (You compute REST API URL)’.

FATAL: Failed to connect to Oracle Cloud API (You compute REST API URL)
In our EBS R12 on Cloud Training, we noticed that this issue was only for trainees with Oracle Cloud Trial Accounts are associated with IDCS and having Multiple Sites.
Note: IDCS Stands for Oracle’s Identity Cloud Service. There are two type of Oracle Cloud Accounts
a) Traditional Cloud Account that uses Identity Domain
b) Cloud Account with IDCS (Identity Cloud Service)
This is the whole cause of issue and seems like all the trial accounts are affected with the same. The Endpoints are not authenticated if multiple end points are present in Cloud Account with IDCS.
As per Oracle Development this is now identified as BUG
Bug 26539619 : ENABLE EBS ORCHESTRATION ON CLOUD TO WORK WITH IDCS ENABLED CLOUD ACCOUNTS ?
Oracle has released some internal patch and testing on this patch is in progress. We’ll update this BLOG as soon as Patch is available via My Oracle Support.
