This post covers Steps to Register For FREE Oracle Cloud Free Tier Account and How to get Another One when the first expires.
This will help you to understand what are the initial steps to follow in order to create a free cloud account.
Steps To Register For FREE Oracle Cloud Trial Account
1- Go to the Oracle Cloud Home Page Click here
On the top right click View Account > Sign Up for Free Tier
2- You will be redirected to the page below, click on Start for Free
You will then be redirected to the page
- Fill out all the mandatory information like Cloud account name, Country, and Email Address, and then verify your email address. When you click on to verify your email address a link will be sent to your email id for verification.
4- Open the link sent on your email ID and then enter the mandatory fields of password cloud account name and home region
Note: Prefer to choose US East (Ashburn), US West(Phoenix) In North America and Germany (Frankfurt), UK south (London) in Europe region.
5- Enter your address
6- Then enter your Mobile Number and click on Text me a code to get a varification code on your number (make sure the country code is correct, I am doing this from INDIA so code +91)
- Enter the Verification Code received on your phone no and click on Varify my code
6- For Payment Verification click on Add Payment Verification Method
- Click on add Credit Card
- On Add credit Card Detail Page, verify the details for Credit Card. (if credit card details are correct then click on Finish)
7- Once Credit Card Details are verified successfully, Click on the check box for the Terms and Condition Agreement.
8- Click on Start My free trial button to submit your request for a new Oracle Cloud account.
- Your cloud account is created immediately, and you receive a welcome email with your sign-in credentials for My Services. You can sign in to your account.
- You’ll receive another email after all the services are provisioned and are ready to use.
Getting a Second Oracle Cloud Free Trial Account
Once your first free Oracle Cloud Account has expired, you might want to get another one to have a better hands-on Oracle Cloud and its various services such as numerous Platform services, Classic Data Management Services, Exadata Services, etc.
Oracle doesn’t allow you to create another account if you use the same Email, Phone Number, or Debit/Credit Card. So, in order to create a second or a new account, you will have to use a new set of Email ID, Phone Numbers, Addresses, and Debit/Credit Card. You may use your spouse’s, relative’s, or your friend’s details.
Note: You should use a new address but in case if you’re requesting after 60 days you can use the same address.
Once you have a new set of all of these details, you can create a new free Oracle Cloud Account just as you did the first time. You can then Sign-in into your new account and use the Cloud services again.

You can try with your debit card as well, it doesn’t work you can ask your family friends and colleague for help.
They will create an account for you.

I would suggest if you have already created a cloud account then you have to use a new phone number, new email & new Credit card details.

I have used all three details , even asked my friend to try to create a new account but it’s giving error. Received sms from credit card for 1$ deduction, but at then end it says your transaction could not be processed. Please help if anyone is able to create recently.

I would suggest that, If you are creating this cloud account second time with same mail id please create it with different email id and credit card/debit card details can be the same which must accept the international transactions.

Thanks Rahul. I tried creating account with different email id, different phone number, but same card, there we are getting a different error but signup is not completed. And both the errors are after entering card details, receiving sms from credit card and just before compete signup. Chat support asked to send email to oracle, but we have not received any update on that as well.

This is the same error which persists for me. I enter CC details. They deduct INR 53 and reverse it back again instantly, but I get an error saying” Error: unable to process transaction. Please contact Oracle support if the error persists”. I am trying since 2 days. I tried methods such as different email id, tried a different CC, tried using incognito mode and even cleared the browsers cache and switched browsers too. Hi Rahul,
Please try to create the account using a different mail id, credit card, different mobile number and different IP address as Oracle is now chasing the IP address as well for free tier account creation.

Same issue that all those have mentioned here, I too get. raised a ticket and waiting for a reply from them.
For me, this is the first time registering with Oracle Cloud, so the question of same email or Credit Card or number is out of question.

All certificates should be tagged to one email id. If each time a different account is created then all certifications won’t come in one place, right. Why you people are suggesting different mail, phone, etc. can please explain.

This suggestion is only for those who want to practice and don’t want to go for pay-as-you-go.
If you would like to use the same account then would suggest you once the Free trier is expired upgrade your account to pay-as-you-go subscription.

This is really funny, most of the people are complaining about same issue, 4 years man, 4 years and it is still not addressed…..
I started OCI training with so much anticipation, but haven’t been able to get a trial account for practice. I tried 2 debit cards and one credit card (perfectly working on AWS and Azure), I also asked my cousin in UK to use his card, but same issue. All my time invested in OCI training seems to be a waste. Oracle seriously needs to address this on priority if they want people to give it a try.
