What is difference between two options highlighted ?
Option 1: Oracle Database Cloud Service Standard Edition – High Memory – Non Metered – Hosted Environment
VS
Option 2: Oracle Database Cloud Multitenant Service BIS50 Hosted Environment

DBaaS (Database as a Service) is a Platform as a Service (PaaS) offering , to know more about Cloud Concepts and SaaS, PaaS, IaaS check my previous post here
DBaaS is also known as Oracle DBCS (Oracle Database Cloud Service) , RDS in Amazon AWS Cloud and SQL Azure in Microsoft Azure Cloud
They all rely on the Cloud Principles of Auto Provision , Mass Deployment , Scaling , Integration with Cloud Automation Tools via REST API etc.
Oracle Multi-tenant Cloud Service is a scaled down version of Oracle Database Cloud Service (DBCS) where as a customer you only get a PDB (Pluggable Database) with limited Storage & Memory.
This is suitable for small medium business or even for application developers who want to test their applications.

Option 1: Oracle Database Cloud Service Standard Edition – High Memory – Non Metered – Hosted Environment :
In this option: You get a Standard Edition Database with High Memory (There are other options too like Enterprise Edition, High Performance and Extreme Performance)
Option 2: Oracle Database Cloud Multitenant Service BIS50 Hosted Environment
In this option: You get a Pluggable Database (PDB) from 12c Container Database (CDB)
Note: CDB & PDB are feature of Oracle Database 12c , more on Multitenancy CDB & PDB here
